How to Cross Malaysia Border with PCA Scheme Requirement?

After rounds of talks between their respective Foreign Ministers, Singapore and Malaysia border are finally opening their borders to each other this month in a special ‘travel bubble’ of sorts for their citizens. Under the agreement made between the neighboring countries, prospective travelers must qualify for one of two travel schemes: either the Reciprocal Green Lane (RGL) or the Periodic Commuting Arrangement (PCA).

The RGL is designed for business travelers who need to go on essential trips lasting up to 14 days. Regardless of nationality, anyone is allowed to travel under this scheme as long as they’re legal residents of either country. On the other hand, the PCA is for Malaysians and/or Singaporeans who hold work permits in the other country. The malaysia border officially opens on August 17, 2020. This means those who wish to travel between the two countries should start planning right now.

What is Periodic Commuting Arrangement (PCA)?

Singapore and Malaysia border have launched a Periodic Commuting Arrangement (PCA) to allow work and business-related travel between the two countries via the land border crossings at the Johor-Singapore Causeway and Malaysia border to Singapore Second Link. Applications will be open from 10 August 2020. The PCA will allow citizens and Permanent Residents of Singapore and Malaysia, who hold long-term immigration passes for business and work purposes in the other country, to enter that country for work. 

After at least three consecutive months in their country of work, they may return to their home country for a short-term home leave, and thereafter re-enter their country of work to continue work for at least another three consecutive months. Travellers entering Malaysia border to work under the PCA will be subject to a different set of health protocols and do not need to serve the 14-day quarantine at designated facilities in Malaysia.

Who eligible to apply Periodic Commuting Arrangement (PCA)?

Citizens and permanent residents of Singapore who hold Long Term Social Visit Pass (LTSVP) for business or work purposes in Malaysia. Singapore citizens and PRs who want to re-enter Malaysia border for work.

  • After entering Malaysia, the employee should work at least three (3) consecutive months in Malaysia border before returning to Singapore for short term home leave and subsequently re-entering Malaysia border again.
  • Travellers will bear the cost of COVID-19 test.
  • Travellers must install, register and activate MySejahtera mobile application before departure.
  • For travel via land border crossings between Malaysia and Singapore only.

How To Apply through Periodic Commuting Arrangement Scheme?

The employer shall apply for MyTravelPass (MTP) for the employee to enter/ re-enter Malaysia. The employer shall apply on behalf of the employee, via MyTravelPass online (http://www.mtp.imi.gov.my/) application at least 10-working day before the date of departure from Singapore to Malaysia or returning to Malaysia (to resume work) after a short-home leave

The employer needs to provide the following documents:

  • Copy of valid Long Term Social Visit Pass (LTSVP)
  • Letter of appointment
  • Copy of passport 

MTP (approval) will be issued (via e-mail) 24 hours before departure date.

Pre Arrival Safety Measure Requirement

  • Travellers must check-in MySejahtera mobile application upon arrival at respective point of entry.
  • Traveller to present passport and MTP Approval during immigration clearance at point of entry.
  • Travellers will be subjected to health screening at the Point of Entry.
  • Travellers will be subjected to a modified 7-day Home Surveillance Order (HSO).
  • Travellers will undertake COVID-19 RTK-Antibody test and will be released from HSO on Day-7, if tested negative
  • All travellers are subjected to effective immigration procedures, rules and regulations during immigration clearance at point of entry.

What should do if return to Malaysia after taking short leave?

  • The employer shall apply for MyTravelPass (MTP) for the employee to reenter Malaysia border.
  • Travellers will be subjected to health screening at the Point of Entry.
  • Travellers will be subjected to a modified 7-day Home Surveillance Order (HSO).
  • Travellers will undertake COVID-19 RTK-Antibody test and will be released from HSO on Day-7, if tested negative.
