How to Cross Malaysia Border with RGL Scheme Requirement?
Malaysia and Singapore agreed to implement the Reciprocal Green Lane (RGL) and Periodic Commuting Arrangement (PCA) with a targeted implementation date of Aug 10, 2020, to address the needs of different groups of cross malaysia border travellers between both countries. An eligible travellers for both schemes will have to abide by the prevailing Covid-19 prevention and public health measures, mutually agreed upon by both countries, which include undergoing polymerase chain reaction (PCR) swab tests.
What is Reciprocal Green Lane (RGL)?
The RGL enables residents of Singapore and Malaysia to conduct short-term cross-border travel for essential business and official purposes between both countries. Travellers must abide by the respective COVID-19 prevention and public health measures which are mutually agreed upon by both countries, including undergoing pre-departure and post-arrival COVID-19 polymerase chain reaction (PCR) tests.Â
Travellers will also be expected to submit to the relevant authorities of the destination country, a pre-declared controlled itinerary and adhere to this controlled itinerary during their visit.Â
The RGL is only applicable for travel between:
(i) airports in Singapore and Malaysia which have available non-stop flight routes
(ii) the land checkpoints via Woodlands or Tuas.Â
All inbound and outbound travellers for essential business and official travel between Malaysia and Singapore via the RGL are required to check their eligibility and travel requirements before their scheduled departure.
Who eligible to apply Reciprocal Green Lane (RGL)?
To enter Malaysia under the RGL scheme, travelers must first obtain the MyTravelPass, which is similar in purpose to the SafeTravel Pass issued in Singapore. As with Singapore, only a Malaysian-based company or a Malaysian government agency can apply on behalf of the traveler for the MyTravelPass. In addition, all applicants must ensure that they remained in Singapore at least 14 days prior to departure to Malaysia and have a negative COVID-19 PCR certificate, which was issued at least 72 hours before departure. Â
- Maximum period of stay: 14 days
- Travellers must have remained in Singapore for at least 14 days prior to departure to Malaysia
- Travellers should monitor their health status before leaving Singapore
- Travellers will bear the cost of COVID-19 test.
- Travellers must install, register and activate MySejahtera mobile application before departure.
- For travel between airports in Malaysia and Singapore which have available non-stop flight routes, as well as via land border crossings
between Malaysia and Singapore. - Travellers who require visa to enter Malaysia will have to obtain the visa before travelling to Malaysia.
How To Apply through Reciprocal Green Lane Scheme?
The employer shall apply for MyTravelPass (MTP) for the employee to enter/ re-enter Malaysia. The employer shall apply on behalf of the employee, via MyTravelPass online (http://www.mtp.imi.gov.my/) application at least 10-working day before the date of departure from Singapore to Malaysia or returning to Malaysia (to resume work) after a short-home leave
When making the online application, the sponsor must provide the following information:
- Letter of invitation;
- Travel itinerary;
- Copy of passport;
- Proof of hotel accommodation
- Pre-trip health and travel history declaration.
MTP (approval) will be issued (via e-mail) 24 hours before departure date.
Pre Arrival Safety Measure Requirement
- Traveller to download and register MySejahtera Apps.
- Traveller to check-in via MySejahtera Apps at the respective Point of Entry.
- Traveller to undergo compulsory medical screening.
- Traveller to present passport & visa (if required), MTP, sponsor’s letter and COVID-19 PCR Swab test result (negative) during immigration clearance at respective Point of Entry.
- Traveller to undergo COVID-19 PCR Swab test (traveller to bear the cost).
